المجموعات الوطنية الثلاث للأطر العليا المعطلة

بيان إلى الرأي العام
تعتبر المجموعات الوطنية الثلاث (المجموعات الأربع 528عضو- التنسيقية الوطنية 573 عضو- اتحاد الأربع 33 عضوا) من أقدم المجموعات المناضلة والمرابطة بشوارع الرباط، قدمت خلال سنوات من النضال تضحيات جسيمة من أجل انتزاع حقها المشروع في الإدماج المباشر في أسلاك الوظيفة العمومية طبقا للقرارين الوزاريين 99/695 و 99/888 وكذا محضر 2 غشت 2007.
فبعد مرور أزيد من سنة ونصف على توقيع المحضر، لازال مناضلونا ومناضلاتنا يعانون من ويلات العطالة، والقمع المفرط ، وغياب أفق واضح للطي النهائي لملف عطالتنا.
فقد استبشرنا خيرا؛ تشكيل الحكومة لجنة خماسية لمباشرة عملية الحل، وإعلان السيد الوزير الأول عن تخصيص 1134 منصب شغل للمجموعات الموقعة على محضر 2 غشت 2007، وفق مبادرة % 10 من المناصب المالية المقررة في ميزانية 2009. وقد التزمت الحكومة بإيجاد الحل الشامل والمباشر لكافة أعضاء مجموعاتنا بالقطاعات الوزارية المنخرطة في عملية الحل.
وفي السياق ذاته؛ أعربت الوزارة الأولى استعدادها لتمويل دورات تكوينية للمعنيين بالإدماج قصد تيسير ولوجهم في مختلف القطاعات العمومية.
وإثر ذلك؛ تم إخبارنا رسميا منذ أزيد من أسبوع، أن ملفنا قد حسم نهائيا، وأن أطرنا سيتسلمون قرارات توظيفهم في أجل لا يتعدى الأسبوع الواحد. لكن تطورت الأحداث بشكل متسارع، وأعلنت وزارة التربية الوطنية مذكرة، نشرتها على موقعها الإلكتروني الرسمي، تقضي بانتقاء 500 إطار فقط عوضا عن إدماج ما يقارب 700 إطار الواردة أسماؤهم في اللائحة، وهي بذلك تعكس تراجعات خطيرة عن العديد من الالتزامات والوعود المقدمة سلفا. فتكون الحكومة بذلك قد تملصت عن قرار إدماج كافة أطرنا وعليه يبقى مصير 200 من أطرنا مجهولا، لا سيما وأن الحكومة لم تقدم جوابا مقنعا عن إمكانية إدماجهم في قطاع التربية الوطنية، أو غيرها من القطاعات المساهمة في عملية الحل.
وما أثار حفيظتنا، إعلان الوزارة الأولى سلفا عن وجود قرارا رسمي بتوظيف 1134 إطار، وفي الوقت ذاته تعجز عن إيجاد حل لحوالي 200 إطار، بالرغم من تأكيدها على وجود مناصب مالية كافية لإدماج كل المجموعات الموقعة على محضر 2 غشت. كما نتساءل عن دواعي عدم مساهمة باقي الوزارات ب % 10 من المناصب المخصصة لها برسم ميزانية 2009.
وفي سياق التأكيد على المقاربة التشاركية في عملية تدبير ملفنا، قدمنا لائحة من المطالب والتعديلات للجنة الخماسية الموكول لها تدبير الملف، مساهمة منا في تصحيح الوضع، وتذكيرها بالالتزامات الواضحة تجاه المجموعات الثلاث المذكورة آنفا، لكن أغلب المطالب والتعديلات لم تتم الاستجابة لها، وأمام هذا الوضع الخطير نعلن للرأي العام الوطني والدولي ما يلي:
1- تشبثنا بالحل الشامل والعاجل وفق الالتزامات والاتفاقات المبرمة مع الحكومة.
2- مطالبتنا الحكومة بإشراكنا في جميع المراحل المتبقية من عملية الحل، عوض الحلول أحادية الجانب.
3- تنديدنا بأسلوب التسويف المتعمد، والتماطل الواضح في إيجاد الحل النهائي لملف عطالتنا.
4- تحذيرنا لكل الأطراف التي تشوش على عملية الحل، وتحول دون إدماج كافة أطرنا في عملية توظيف 1134 منصبا، المعلن عنها من قبل السيد الوزير الأول، إثر ترأسه المجلس الإداري للوكالة الوطنية لإنعاش التشغيل والكفاءات (ANAPEC) يوم 4 فبراير 2009.
5- دعوتنا كافة الهيئات السياسية والنقابية والإعلامية والحقوقية، وكذا الهيئة الوطنية لدعم نضالات الأطر العليا المعطلة؛ بتقديم المزيد من الدعم والمساندة، حتى تحقيق مطالبنا العادلة والمشروعة.
6- دعوتنا كافة الوزارات والقطاعات العمومية، إلى الانخراط والمساهمة في عملية الحل؛ لاستيعاب كافة أطر المجموعات الثلاث، وفق ما تم إقراره في ميزانية 2009، بتوفير % 10 من المناصب لإدماج الأطر العليا المعطلة، علما أن حصيلة هذه النسبة هي 1270 منصب مالي.
7- عزمنا على مواصلة كل الأشكال النضالية التصعيدية غير المسبوقة، دفاعا عن حقوقنا المشروعة.
8- تحميلنا المسؤولية للحكومة وعلى رأسها السيد الوزير الأول، لما ستؤول إليه الأوضاع، خاصة في ظل جو الاحتقان السائد، والغضب الشديد في صفوف أطرنا، وهو ما ينذر بمزيد من الكوارث الإنسانية والاجتماعية بشوارع الرباط.
9- مناشدتنا السيد الوزير الأول؛ بالتدخل العاجل والفوري قبل فوات الأوان، وذلك لرد الأمور إلى نصابها، بتنفيذ الالتزامات والاتفاقات المبرمة.
وإنه لنضال مستميت ومتواصل حتى النصر

The three groups ("four groups" 528 members – "National Coordination" 573 members – "the union of four" 33 members) are the oldest militant and present groups in Rabat. They have many years of fight and much sacrifices to have their legal right to work in the public sector according to the Ministerial Decrees 695/99 and 888/99 and the report of 2 August 2007.
It has been now on more than one and a half year since this report was signed, while the militants of these groups are still suffering from the evils of unemployment, the excess of repressions and the lack of a clear prospect that will end their case of unemployment.
We welcomed with satisfaction the announcement by the government of the creation of a committee of five to steer the process of solution as well as the declaration of Sir Prime Minister of the booking of 1134 posts for the signatory groups of the report of August 2nd, 2007, according to 10% of the financial situation planned in the budget of 2009. The government undertook to find a global solution to all the members of our groups within the Ministers of sectors involved in the process of the solution.
In the same context, the first ministry told ready to finance the first training courses for the persons concerned to facilitate their integration in the various sectors of the public service. Following this, we were told officially, there are more than a week, that our case has been settled once and for all, and that managers will receive their affectation within a period not exceeding one week.
But events have changed rapidly, and the memorandum of the Ministry of National Education, published on its official website, states the selection of 500 instead of the integration of 700 enumerated in the published list, so we are witnessing a serious setback on commitments and promises made in advance. The government is then subtracted from the decision to integrate all the senior managers because the fate of 200 senior managers remains unknown, especially that the government did not supply satisfactory answers as for the possibility of their integration in the sector of the Education or in the other sectors participating in this process.
What has raised our anger is the declaration in advance of Prime Ministry of the existence of an official decision of the integration of 1134 senior managers at the same time we attend the impossibility to find a solution for 200 of them, in spite of the confirmation of the existence of adequate financial positions for the integration of all the groups which signed the report of August 2nd. We also wondered about the reasons for non contribution of the other ministries in 10% of the posts which are assigned to them for the budget of 2009.
In the context of the emphasis on the participatory approach in the resolution process of our case, we have provided a list of applications and amendments to the Committee of Five, as a contribution of our part to remedy the situation, and to remind him of its commitment to the three groups mentioned above, but most of the demands and amendments were not considered, and in front of this situation we declare to the national and international opinion what follows:
1 - Our attachment to the global and immediate solution in accordance with the commitments and the agreements taken with the government.
2 - Our demand to the government to make us participate in all other stages of the process of the solution, rather than unilateral solutions.
3 - Our condemnation of the deliberate procrastination to find the ultimate solution to our case of unemployment.
4 - Our warning to all parties that create confusion in the process of solution, and integration of all managers in the recruitment process of 1134 posts, announced by Sir Prime Minister when he chaired the board of Directors of the National Agency for the Promotion of Employment and the Competence (ANAPEC) on February 4th, 2009.
5 - We solicit all the political, union, media and human rights, as well as the national committee of support of the fights of the senior managers unemployed persons, to supply us more support and assistance, to reach our right and legitimate demands.
6 - We solicit all the ministries and the public sectors, to undertake and to contribute to the process of solution, to integrate all the senior managers of the three groups, further to what was approved in the budget of 2009, supplying 10 % of the posts in the integration of the senior managers knowing that the result of this percentage is 1270.
7 - Our determination to pursue all the forms of unprecedented fight to defend our legitimate rights.
8 - We hold the government responsible and at first Sir the Prime Minister, of the evolution of the situation, particularly in light of the atmosphere of tension and anger among the senior managers, which threatens to further humanitarian disasters in the streets of Rabat.
9 - We call for the urgent and immediate intervention of Sir the Prime Minister to rectify the situation through the implementation of commitments and agreements, before it will be too late.
